About to make a start on renovating my 1960 Model 99 deluxe. The stanchions are covered in rust which may polish off, need to wait to see if there are any surprises on strip down.
The question is: would it be better to have the original stanchions ground and hard chromed or buy replacement stanchions, which I am reluctant to do as on other marques I have had more movement on replacement fork parts and swinging arms than the originals parts.

Have owned a -60 99 too
As far as I remember, they was not chromed and did get rusty after some years. When restoring my -59 Manx with badly rusted stanchions, I fitted new chromed ones from AN. Worked well for 5 years now. Also fitted AN ones to my -68 650SS. So far no problems.
For me the time and expense to hard chrome old ones is only justified if it is impossible to get decent quality ones.

I'm refurbing my '65 Atlas front end and faced the same question. But with gaiters fitted instead of shrouds, they weren't rusted at all, just worn at the bush contact points.
Opted for new AN 06-7714 hard chromed stanchions and the quality is excellent. Identical o.d on both and parallel. Actually showed my yokes were slightly twisted and needed re aligning.
I had my O.E. Yamaha stanchions hard chromed by Philpots after 52k miles, cost effective in 2005. Referred to friends recently for a Kawasaki Z650 and Matchless single, now over a month turnaround with prices around £250. Genuine new Atlas pair were £180 delivered.
Philpots very good however, my Yamaha has done another 58k miles and the hard chrome was still perfect when I replaced the seals and bushes last year.
