Yes, if you look at photographs of interstates you will see that the seat sits further back on the frame rails. Of course John & I are assuming that you have a roadster tank!
(for reference ! have a roadster with an interstate tank & seat, that works without a problem ;-) )

No, the Interstate seat base has depressions for the oil cap, the rear mudguard and is flat. Pull it forward and it will misalign on these. You need a roadster seat, it also has a bend in it to raise at the mudguard.
