The puller is not always needed , when it is,  its possibly because the (hub inner)  actually the spider , has internally  deformed and grips the gearbox shaft splines.  Best to scrap the spider in this case as the clutch assembly can then start to grind on the gearbox sleeve gear end and affect gear changing .

I use an easier way.
Remove the outer pressure plate, take the central nut off the shaft, put the pressure plate back on and pull the clutch handlebar lever.
It'll probably pop off, unless it is really jammed on as  Robert's message above.
