should the crankcase breather on the 16 H have a spring inside with the ball please?

Hi Gary,
If you are talking about the breather behind the engine sprocket, the answer is no. The weight of the small ball bearing is sufficient to control the pressure, and if you increase this pressure with a spring, you will get oil leaking from elsewhere in the engine. If you were building a racing engine you would fit extra unrestricted breathers on it to get the best performance.

I am in the middle of rebuilding my 16h and i did indeed have a spring behind the ball.
