For the avoidance of doubt...are there printed assembly instructions anywhere? I think mine is correctly assembled but I'm not certain.
The knob is attached by a large left hand thread screw. If the knob is screwed down hard it locks up the damper. Then what? I unscrew a turn or two to release the friction. Then tighten the screw. But the screw seems to go right as it runs up against the knob. If the knob is then screwed down, the screw is still in place but it's not actually tight...which worries me.
I don't think I've ever needed the damper anyway, but that's another issue...
Does this make sense?

Hi David, I don't have any printed info, but have attached a couple of photos of of a dismantled reproduction damper which is a good copy of the original. The damper knob works in a fairly conventional manner with a right hand thread, but the centre screw has a left hand thread. This screw is purely to stop the damper knob from being removed, either accidentally or intensionally.
The screw should tighten up anti-clockwise as its shoulder meets the "T" shaped main centre screw and should remain fixed tight regardless of which direction the knob is turned. Note the parts are shown in a random manner and not diagrammatic for assembly.
