According to the parts book the felt seal at 33 is supposed to be in triplicate (and the AN website offers to add them in threes to your basket).
However, at relevant point in the workshop manual refers to "seal", singular, and only one came out when I stripped my assembly. On the other hand I have no reason to suppose that the last person in there assembled it correctly.
Can anyone offer enlightenment?

If you are going to change…
If you are going to change the bearings fit the sealed for life type and forget about the felt seals.

Bearing Options
Sometime, not too long ago, you could actually obtain sealed bearings for every part of the Norton Heavy Twin with a Featherbed frame. This included engine, gearbox, wheels and headstock. Even those awkward size bearings such as the 4203 17 X 40 X 16 Double Row wheel and 1 1/4 X 2 1/2 X 5/8 Gearbox Layshaft. bearings. Of interest.....the advice for all the gearbox bearings being to remove one side cover to allow oil to circulate. My guess is that this advice would the same for the engine.

Mystery solved
Stan's right; looking again at the drawing, the two felt seals in the hub are indeed keyed "33" like the seal in the drum.
And Dave has anticipated my follow-up question.

I think it means there are 3 of those felt seals somewhere on the bike. So one in the brake drum and two in the rear wheel hub.
