As Ian said , Bent lever …
As Ian said , Bent lever . Put it in a big vice and bend out with a big Stillsons. May still not clear the swept back pipe . Most bikes with those pipes were fitted with rear sets , Only suitable for young fit posers.

I have a John Ticle rear set kit, was hoping to use the forward foot rest as I am 45 years older than when they were used.
Got to get the Norton started yet though.

Problem with sweptback pipes
I have a similar problem with sweptback pipes fitted.
I have bent the lever to clear the down pipe, but it's now slightly too short to get my boot under it. What I am going to do is, sacrifice an old lever I have and weld a section onto the leading part of the bent lever. I will then have to have it re-chromed but will do all the stripping and polishing myself to save a little cash.

To make the best chances of…
To make the best chances of working with what you have you need to raise the footrest to its max height and also set the gear lever (before fixing the rest ) so that its on the same level as the rest.. This will also give you more room for the foot and clearance twixt gear lever and pipe. Then you set the brake side parts to match ! Cant now get comfy ? fit some sensible bars .
