Could someone please confirm what I think is wrong or shed some light on other theories.
I've seen a couple of other forum post on a problem similar but am not familiar with the mechanical jargon that was said.
I believe my dominator rear hub has the wrong bearings installed. The outer hub plate wasn't sitting in the groove and noticed it was sitting on this lip. I'm sure it should be flush.
I undid the other side (with the left handed thread) and smacked it with a rubber mallet. It then came down flush where it should be, however it pushed the bearing to the other side now giving little area to screw the left handed bearing cover back on.

Got it wrong, last one the spacer was too short, maybe some one did a swap and the 2 wheels are related ;) .
There are double row bearings that are wider than the single row, if someone did an upgrade single to double, then you would get the same effect as a too long spacer.

Haynes Manual
This is a known problem that can occur when the inner spacer sleeve is fitted incorrectly. It is about the only time that the Haynes Manual gets a re-assembly procedure right. In my Manual the answer is in Chapter 7 Wheels, Brakes & Tyres sub-section 7 and paragraph 7. See attachment for more details.
Basically the sleeve has a short shoulder that the right side bearing fits on and a longer shoulder for the left bearing. Get this sleeve spacer the wrong way round and one of the bearings will sit proud.
The right side bearing sits under the screwed in locking ring. This is the side to sort out first. Remembering that this locking ring has a left-hand thread.

The 2 bearings on the Andover Norton link I posted are
10. BEARING 6203-2RS 17 x 40 x 12mm
11. BEARING 17x40x16mm
so 11 is 4mm wider and is on the sprocket side of the hub.

The last post of this type was found to have a longer spacer installed which kept the bearings too far apart. Best to strip it down, note all the bearing markings and measure the spacers.
