Doing a test fit up of a seat pan and mudguard for my build. I cant seem to work out why the seat pan is sitting high. I think its because the mudguard is sitting high... but why. Have i done something wrong.

To me the seat looks odd,…
To me the seat looks odd, but i would suggest taking a height measurement from the top of the mudguard to the frame seat mounts , and we could do a check against a running bike . I have a late Atlas. , what are you building?.

Im building a 62 Model 88.
Photo attached shows the mid seat pan rubbers nowhere near resting on the frame. Ive made about 1/4in rubber for the rear seat mount plugs.
Pic 2 , Not sure if this was measurement you asked for but this one was 65mm

I think you should put the level on the highest point of the guard and and angle to get the height.

Approximate +/- 2mm
Fitted an original -68 mudguard to a slimline frame lying around. Measured as Steven did to 58 mm. Could make a better measure, if needed. Your seat is different to my -68.

May have found problem
So i may have found the problem. The seat pan was sort of flared on the sides as you can see in the first picture. I pushed them in to a more flatter profile and it seems to have changed the shape of the seatpan lenghthwise.
Rubbers seem to be almost sitting where they should. Ill just have to tinker with the shape.

In the first of your photos…
In the first of your photos I t looks to me like the prongs on the underside of the seat at the rear aren’t going completely through the holes in the frame upstanding brackets. The prongs look like they might be too great a diameter. On my original slimline seat and frame, the prongs go right into the brackets so that the flat at the top of each prong is sitting on top of the upstand bracket. A thin rubber washer (2mm) over each prong prevents metal to metal chafing.

No they weren't
No, they weren't all the way down because the tab on the back of the seat that connects via dzues fastener to the mudguard was touching. Seat wouldnt go down any more
