Inner tube fitting on 69 Commando

Last time I changed a tire on a bike I was wearing flares and Straight Shooter was my favourite album. Or was it Physical Grafittee....?

Anyways. Inner tube. Do you fit it into the rim with a nut on the inner tube valve inside the tire or without.

Old tire had a nut fitted to the inner tube inside the rim plus obviously one on the spoke side. But then again they fitted the tire with the wrong rotation direction.

Is this correct?

... put a nut on the inside of the rim as I can't see what possible use it could be. And I don't tighten down the one on the outside, instead locking it against the valve cap. That way I can see if the tyre has started to creep as the valve stem starts to lie over.
