Are reproduction featherbed frames all pretty much the same quality or are some better than others? has anyone experienced any issues with frames from particular manufacturers? Is chromoly a good idea for street use? Thanks in advance.

Not even close. Here in the states I know of two frame builders, Framecrafters and another guy whose name I forget who both build featherbed reproductions.
Framecrafters will build to suit customer specifications, although they prefer chrome-moly tubing and I believe they Tig weld the joints. They'll even alter the geometry if you wish.
The other guy uses mild steel and builds the same frame every time leaving the engine mounting tabs up to the customer. He welds, probably mig, but I wouldn't swear to it.
Also the originals were fillet-brazed and I'm sure someone is making those, as well.
The featherbed was designed to be made with a minimum of special tools so there are lots of builders, good and bad, to get them from. The best thing, whether it's from a catalog or a bespoke build is to go by the reputation of the builder.
