I write as an amateur.
I have two Dominator99s - one I rode as a medical student 50 years and is currently restored (ish) and roadworthy.
The second is a project bike - work in progress. Working on the engine the rocker spindle mounting holes in the cylinder head are 30thou larger than the rocker spindle, not oval or worn in appearance. No signs of bushing - I am aware this can be a repair solution. The head was supplied to me, refurbished, c. 2 years ago.
My question - did the original Dominator 99 600cc ever have bushes at the end of the rocker spindles ( with holes for the oil feed drillings) ? It seems I (or rather my competent engineer friend) am otherwise committed to putting in bushes, machining to size and drilling.

Could be worn spindles ? ,they do wear more than you would think . Buy some new and have plated , and ream rockers to suit? Says a guy who is useless at such finness !

Are the inner mounting holes worn by the same amount???
Is there any serious play between the rockers and their respective spindles?
Are the spindle original or replacements?
Bushing and reaming to size the inner mounting holes is very challenging.
