Hoping someone may help me identify a frame - i,m assuming its a part number and reads

You would need to post some good photos to give us a chance as the numbers do not correlate with factory information. Someone like Ken Sprayson may be able to help. Rex McCandles built frames in the early days,Would be nice if it was something he made,but a bit unlikely.
