I have a top feed carb with a new float and needle however it doesn’t seem to stop the flow of fuel!
any suggestions or if someone in Surrey can be recommended to take it to?

If the float chamber does not hold a level
then the needle is not seating. I would get some engineer's blue and see what the seat looks like. Anyway, if it's not sealing, put a little fine grinding paste on the needle taper, grind LIGHTLY, and then clean everything VERY CAREFULLY. You don't want to leave any grinding paste in there.

Mark...have you trued twisting it round a little on the spigot to lower the float chamber a little? (I've not met a top feed float chamber...76 and 276 are usually bottom feed)
