There’s an interesting jubilee in the forthcoming national motorcycle museum auction, it says it is 350, but has a 17 engine number and the headsteady seems to fit?
So i assume it has 350 barrels and Navigator down tube or the listing is wrong!

The Navigator barrels have 7 cooling fins and from counting the fins on several Jubilee photos I am almost 100% they have 6 which accounts for the difference in stroke and head steady height. Unless I am very mistaken the bike in the picture above has 6 fins so it has a 250cc not a 350cc engine. The gap between the top of the heads and tank looks right for a Jubilee engine too - the Navigator looks 'fuller'. ...................you can tell it is a dark, wet, stormy night out there!!!!

It's possible
I am currently building a 350 jubilee as a project and it is possible. getting the crank case bored out slightly to accommodate the larger barrel then the crank and top end can be swapped over and a new head steady will have to be made up.. If you join the Norton lightweight Facebook group or Norton specials group I will be documenting all my progress on these groups

Welcome Richard, we’ve already spoken! I thought you might find this of interest although it does look like a jubilee! Why not start your own thread here to record your progress, the trouble with Facebook is it’s difficult to build a long story.
ps I’ve asked the auctioneers the question, it says the bike was restored by the museum.

Nav/Jubilee
I'm with Nicholas C. on this, the number of fins on the barrel are the give away.
I wish I new this when I was buying a Navigator, the first one I bought had a 250cc engine built up around Navigator (19) crank case.
Oh how I wished for a buyers guide for Jubilees and navigators at that time!

This is a straight forward De/Lux 250cc Norton Jubilee.
There is nothing 350 about it.

I wouldn't bank on this being a 350.
The down tube and headsteady look like they are from Jubilee. The head steady brackets could have been cut off the downtube and welded higher up to accept a taller Navigator barrel/engine. Doubt it.
Or a Jubilee engine as the engine number says.
That rear sprocket looks like Jubilee to me, not the smaller Navigator sprocket for higher gearing.
Centre stand stops are a bit worn as both wheels on the ground.
Tinwork and paint look good. Would look good in a museum.
