Rim Sizes.
1.6 is WM1...Most 19" Norton rims were WM2 / 1.85"

Prewar Inters had 21" front…
Prewar Inters had 21" front with 3.00 ribbed tyre (to give the 27" it lists in the books) and 20" rear with 3.25 tyre (which they also list as 27", although it adds up to 26.5"). The 20"×3.25 has been unavailable (from Avon) for some years, and my Inter PO fitted 19"×3.50 at least 20 years ago to give similar outside diameter (theoretically 26" instead of 26.5"). I have not found 20"×2.25 listed by anyone else either.

The angle that the spoke…
The angle that the spoke holes are drilled in the rim is critical unless they are oversize.
I've built wheels for customers who have bought such rims with oversize holes. Many of the spoke nipples will not be centred in the holes, possibly strong enough but looks awful.
I've also had wheels brought to me with broken spokes due to the holes being drilled at the wrong angle, this creates a bend between the nipple and spoke which will lead to flexing and an early failure, looks awful aswell!

So these are not what you need…
There is a complete 21” wheel also on eBay. Depends if your building a cruiser or a bruiser.
20” tyres available for Harleys in USA, and Simplex in Europe.
