So this is a slimline ES2. Please be patient whilst I give some background.
had to do some work on the forks so all cables were disconnected...the valve lifter cable was wrong being looped round with the nipple in the actuating arm...this having been soldered on to make the fitting possible. Had to cut this to remove cable.
so via NOC spares ordered new cable, new spring and new lifter lever for handlebar.
so problems started...the new cable ripple didn’t fit into the handlebar lever, so some file work, the slot in this fitting too narrow for new cable....so more file work not easy due to internal stop ends...and the cable ferrule didn’t fit either. Anyhow sorted so let’s fit it and get on the road again.
not so, cable and lever do nothing to move the rocker box lever arm...so off to the forums....piston at TDC pushrods free to rotate....turn arm until contact made and then back off a little..all OK.
except the handlebar lever doesn’t move the lifter spindle no matter how I turn the adjuster and once pulled the lever doesn’t return under pressure from the spring. Tried moving the arm back on spindle before tightening but no improvement.....and adjustment just pulls the spindle arm forward With again no movement.
wondering if the cable is wrong..ie outer cable too long ? Overall length is 24” and outer cable is 20”. If the outer is shortened will this allow more adjustment ???

Lifter arm
Michael...is this the correct arm in attached photo. Unlike your cable fitting when mine is connected that way the cable is in line with the frame....and is forced either above or .below making it a tight fit...

I'm afraid....
...that I passed my ES2 on to a friend and the photo I posted was poached off the web. I found an old photo where I can see that I have the cable routed in a way that has it coming in over the cross tube a bit higher. Try clamping the arm on the spindle more counter-clockwise and re-routing the cable.
Maybe some enlightenment here. Apparently the same part over the years. Beware the clutch arm.

Frustrated..
that no improvement....have done all the suggested adjustments and still not working correctly. Have reverted to the old/wrong cable that loops round and that does move the arm OK and allows the engine to turn over TDC and start....but whereas before I had enough compression to stand on the kickstart it now turns over too easily and once running there is a loud rattle...not the pushrods but presumably the lifter. The spindle has been turned back a tad when setting it up.
so, is it possible for the spindle to revolve in the rocker box? Or is it captive in some way? Exploded diagrams don’t help much.

you could take the small valve inspection cover off and see whats happening to the lifter .the flat side of the lifter spindle should sit close to the valve top. if its adjusted sitting on the rounded part of the spindle its like trying to run the engine with the lifter on. possibly causing the rattle. and lack of compression.
