ammeter reading

On my 1964 Atlas with boyer ignition and regulator/rectifier + new battery, with the engine running the ammeter shows no charge. With the lights on it then shows a large discharge, but wih a voltmeter across the battery terminals it reads 12volts+. I switch the lights off and the voltmeter now reads about 14 volts . the ammeter is new as the last one gave the same indication.

The load should be on the same ammeter terminal as the regulator; the battery on the other one. Perhaps the regulator is connected direct to the battery?

Yes the load (lights-ign) should be on the same Ammeter terminal as the output from the rectifier. Battery is on its own on the other side of the ammeter.

I can test regulator/rectifiers, they can often go low output.
